Use the Rotation Effect modifier to rotate a layer’s content while keeping its frame in place. The Rotation Effect modifier comes with an Angle and Anchor property that you can adjust.

The Angle property sets the angle at which a layer will be rotated. You can rotate the layer by Degree or by Radian.

Use the Anchor property to set a unit point that the layer will rotate at. The default value is Center.
